Wisconsin School Choice

Wisconsin offers the WPCP (Wisconsin Parental Choice Program), SNSP (Special Needs Scholarship Program), and public Open Enrollment between districts.

The Wisconsin Parental Choice Program allows eligible families to attend private schools tuition-free based on income and residency.

In 2024–25, the income limit is 220% of the federal poverty level. For a family of four, this is roughly $66,000/year (with some allowable adjustments).

The Special Needs Scholarship Program supports students with an IEP or services plan to attend private schools with full tuition coverage and support services.

Open Enrollment allows students to attend public school districts outside of their home district—including virtual public options like WVS—tuition-free.

The WPCP application window typically runs from early February to mid-April. Families must reapply annually and submit verification documents.

SNSP applications are coordinated directly with participating schools and must include an eligible IEP or services plan from a public district.

Yes. VCA Virtual is a participating school in WPCP and can accept eligible students under that program depending on residency and grade level.
