
Wisconsin School Choice Programs
Wisconsin is one of the most parent-empowered states in the country, offering four distinct school choice programs for qualifying families. At VCA Virtual, we are proud to serve families participating in all four programs and are committed to helping parents navigate the enrollment process with clarity and support.
Milwaukee Parental Choice Program (MPCP)
The Milwaukee Parental Choice Program allows families who reside within the city of Milwaukee to attend participating private schools tuition-free if they meet income and residency requirements. Students must be entering grades K4 through 12, and income thresholds are based on a percentage of the federal poverty level.

Racine Parental Choice Program (RPCP)
The Racine Parental Choice Program is similar to MPCP but is designated for families who live within the Racine Unified School District. It provides tuition-free access to approved private schools for eligible students in grades K4–12.

Wisconsin Parental Choice Program (WPCP)
The Wisconsin Parental Choice Program extends school choice to families living outside of Milwaukee and Racine. It is a statewide program with income limits and grade level requirements, and families must apply during the open enrollment window set by the Wisconsin Department of Public Instruction (DPI).
- Applies to students outside Milwaukee and Racine
- Must meet income eligibility (see Income Eligibility Guide)
- Application period typically opens in early February
Special Needs Scholarship Program (SNSP)
The Special Needs Scholarship Program provides funding for students with disabilities to attend eligible private schools. Eligibility is based on having an Individualized Education Program (IEP) and meeting specific criteria outlined by DPI.
- Student must have a current IEP from a public school district
- Residency in Wisconsin required
- Parents may apply at any time once eligibility is established
