The Special Needs Scholarship Program (SNSP) is one of four Wisconsin school-choice programs administered by the Wisconsin Department of Public Instruction (DPI). It pays VCA Virtual the full per-pupil amount directly. Tuition is $0, guaranteed. Some fees and supplies may apply across a school year — small ones, like any public school — but they will never determine your enrollment.
VCA Virtual participates in SNSP as part of Victory Christian Academy’s long-standing Wisconsin Choice approval. Whatever pathway your scholar chooses — Great Hearts Online Classical, Wisconsin Virtual School, K–8 Individualized, or On Fire Learning — the SNSP voucher covers it.
VCA Virtual’s flagship classical pathway is delivered in partnership with Great Hearts Online — a national network whose curriculum spans nearly fifty schools and two decades of refinement.
DPI sets four core requirements for the SNSP. If your family meets all four, you are eligible to apply.
Do not talk yourself out of applying. The income figure above is for a family of four — the limit goes up by roughly $12,100 per additional family member, plus a $7,000 deduction for married couples. Wisconsin Choice involves two applications running in parallel: one to VCA Virtual (so we know your scholar is coming) and one to Wisconsin DPI (so they release the voucher to us). Our admissions team helps you with both.
Step 1 — Apply to VCA Virtual. Start at vcavirtual.org/enroll or request information. Tell us your scholar’s grade, your zip code, and that you plan to use SNSP. We reply within one business day.
Step 2 — Apply to SNSP via DPI’s Online Parent Application. Submit at sms.dpi.wi.gov/ChoiceParent during one of the rolling application windows for the 2026–27 school year: Rolling enrollment year-round — the SNSP application is open continuously, not in monthly windows. Families can apply any time during the school year. (Note: 2026–27 SNSP application materials post in late June 2026 per DPI; 2025–26 SNSP applications continue through June 30, 2026.). Each window is independent — pick the one that fits your timeline. Earlier is better since cohort seats fill in order received.
Step 3 — Submit verifications. Upload proof of residency, income (for SNSP), and your scholar’s identity. SNSP applicants also upload the most recent IEP or services plan.
Step 4 — DPI confirms eligibility, VCA confirms enrollment. If demand exceeds available seats in your grade, DPI runs a random selection. Eligible students are confirmed; remaining names go on a waiting list. Once eligibility is confirmed, you finalize VCA Virtual enrollment and meet your assigned Academic Coach and Faith Coach before the first day.
The Choice voucher guarantees one specific thing: $0 tuition for eligible families. Beyond that, VCA Virtual’s own policy is to help families who need it — we supply a laptop, basic school supplies, and home internet support on a case-by-case basis for families who don’t already have them. Small incidental fees may come up over the year (like at any public school), but they will never determine your enrollment.
SNSP is the most flexible of the four Choice programs. Year-round enrollment means a family can begin VCA Virtual mid-year if their scholar's educational plan changes. The voucher amount varies based on the scholar's plan and grade level — speak with admissions for an estimate based on your specific situation.
